You can only sign a guy in the exclusive negotiating period if both sides have a good idea of the market value. That creates a sweet spot where the team is pretty confident they're not significantly overpaying, and the player is pretty confident that he's not leaving a lot of money on the table. Obviously, no such sweet spot exists for Hill; because his situation is not just unusual, but maybe unprecedented, it's really hard to guess his ultimate market value. As the Sox raise their offer, they get to the point where they're worried about an overpay long before Hill is satisfied that he's not giving himself up for way too little. (If they do sign him, it means Hill wanted to stay here, period.) Crazy idea - a QO for Hill? Yeah. AAV is important here, and there's no way he signs for an AAV that high.
