From the sales pitch for Pinero as an outfielder, "Excellent athlete with good bat angle and power", it sounds like he was a raw talent. They may have decided that he can throw a good curve ball more than he can hit one.

Some are from Venezuela so it appears IFA signings are outside of any sanctions in place. I don't believe there are any sanctions that would prohibit teams from signing VZ IFAs. US sanctions only prohibit business with the VZ government. As such, MLB has barred MLB and MILB players from playing in the VZ winter league due to its ties to the VZ government.

I knew that it was at least a question but a signing answers the question. Venezuela is a dictatorship run by a member of the socialist party, therefore, anything could be construed as dealing with the government.

Well thank god there hasn’t been an escalation of sanctions in VZ, because the Sox clearly have solid inroads there, there’s a bunch of talent, and damned if those guys don’t deserve some chance at a good life. The Sox presence in VZ is a huge plus relative to their peers.

A simple Google search will show that VZ is now considered a dictatorship and that the leader was elected as a member of the socialist party. That's not an opinion, it's a fact. Beginning his working life as a bus driver, Maduro rose to become a trade union leader before being elected to the National Assembly in 2000. ... A special presidential election was held in 2013, which Maduro won with 50.62% of the vote as the United Socialist Party of Venezuela candidate.And yes, the signings answer the question.

Ben Badler released his review of the Red Sox 2019-2020 international signing period: www.baseballamerica.com/stories/2019-20-mlb-international-reviews-boston-red-sox/The article is membership-only, but here is a short summary of the players mentioned: Luis Perales: the sleeper of the singing period, FB between 90-95, tight-spinning curveball in the mid-70s with chance for it to be a true out pitch. Chih-Jung Liu: nothing different than what has already been reported on him (athletic, up to 99 on the FB, developing secondary offerings) Juan Chacon: lots of physical upside and will most likely move from CF, mostly doubles power now but chance to develop more pop, plus runner at present Jhostynxon Garcia: no one plus carrying tool but does everything well, one of the best pure hitters from VZ, hit-over-power profile Lyonell James: offensive upside, quick bat speed, has physical projection for more power, probably moves to 3B Rivaldo Avila: chance to be a power-hitting catcher, but his defense isn't that advanced at this stage Johnfrank Salazar: needs to develop quite a bit physically, but has a 70 arm at SS and pitching could be a backup option if he can't hit Kelvin Diaz: already moved to CF as he is probably the most athletic of the Sox J2 signings, plus runner, gap power Nathanael Cruz: reaches 93 with heavy sink, but there is room for more projection once he fills out, strike-throwing is very erratic Cesar Ruiz: not much present velo but as one of the younger signings, he is seen to have a lot of projection Jose Mendez: defensive oriented SS
