From the Boston Globe's Sunday Baseball Notes column: Name to file away: Luis Perales, a 6-foot-1-inch, 170-pound righthander signed by the Sox out of Venezuela last summer. He left jaws agape when he sat at 91-93 miles per hour and touched 95 in the Dominican instructional league while also showing the potential for an above-average breaking ball and slider. One evaluator described the 16-year-old as possessing “huge upside” for a system that has more promising arms than at any time in recent years. “The baseball world will hear about him after this year,” said another, suggesting that his projectable frame, athletic delivery, and quick arm point to a future starter. Keep it coming more pitching arms. It is so hard to develop them. So much can go wrong. Keep it up Scouting and development . You just get the feeling something is really gonna pop with this. I can’t wait for the payoff.

Agree, although there is clearly no correlation to the success rate of international signees vs bonus paid . Check out this BA article from 2011 showing top 20 bonuses paid. For every Sano and Cabrera, there are many more kids signed who had very little to no MLB success. (Note: only top 5 bonuses listed). Definitely need to couch praise of Perales with the fact he's never pitched in the fourth inning in his career and still hasn't hit 30 career innings.
Someone asked me on Twitter to compare his ceiling to Wikelman's, and for me it's easily Perales, but I find myself wondering if I'd still be saying that if Perales had 179 IP instead of 27.

The good thing is that he’s pitching and not just a mystery man no one has seen. Now he is gonna start to get pushed as he performs and these questions will get answered.

When SteveofBradenton and I saw Perales early summer in Sarasota..the first inning he walked two and hit a batter. Bases loaded..no outs. As I recall, he then struck out two and induced a weak ground out...No score. The rest of that outing he appeared to have good command and produced a lot of swing and miss on fastballs up. He was at 96 according to dugout shoutouts. We noted that here at the time.
