Borrowing this idea from ramireja. I'll paste how they worded their 2022 edition:
"Starting a new three up, three down to serve as something of a deeper predictions thread for minor leaguers this upcoming year. Honestly, we have a lot of interesting young talent, particularly among recent international crops that make predicting risers tough. I'm going to pass on Bleis who despite being ranked #15 already, seems destined to rise, perhaps even soon as the SP guys lay their eyes on him."

Sure, always fun to throw these out there.
Up: - Chase Meidroth - Mikey Romero (almost a lock to jump in the SP rankings with the graduation of Casas an potential graduations of Rafaela/Mata, but I'm defining this as being firmly a top 100 prospect by this time next year) - Jedixson Paez
HM: Noah Dean, Marvin Alcantara
Down: - Chris Murphy - David Hamilton - Brainer Bonaci
The down is much harder than the up, mostly because I think the SP rankings do a pretty good job keeping expectations reasonable.
Edit: Since my predictions on the up side (and 2/3 on the down side) were pretty chalky, I'll make a hot take to spice it up a bit - not only will Romero establish himself as a top 100 prospect, I think Meidroth pushes that tier, too.

I’m not super down on any of those 3- I think Kavadas just has a high standard he has to hit at to have value, i want to see Drohan in AA, and Coffey’s hit tool also worries me. They could also all very easily prove me to be silly!

Up: (We genuinely have more than a dozen prospects with breakout potential)
Lugo: as a utility player with 3B being his best position. Rock solid on both sides of the ball. Mata: "IF" he stays healthy, he's a lock for the 2024 rotation. Bonaci: Another solid player. (Romero was tempting here).
Down: (tougher this year then most, there's no-one that's obvious)
Kavadas: His profile isris his weakness McDonough: No carrying tool. Jordan: Too many limiting factors.
Biggest up will be Rafaela who I believe will be considered a future star by the end of the year but not much room to climb relative to the topic at hand. Bleis also has that potential but I'm thinking next year for his climb to the top of the baseball prospect world.
ADD: I was the originator of this annual right way back in the day. The only constant during that time is Mike Andrews. Easily our most knowledgeable chief cook and bottle washer was Chris Mellon (hopefully he's doing well wherever he is). This year, I'm going to add a thread that seems particular to this year, storylines.

I'll preface this by saying I'm trying to go off the wall and I have no idea what I'm talking about
Up:
Brooks Brannon - puts up impressive numbers and hints that he can stay behind the plate, starts pushing top 10
Alex Bineles - he looks better after adjusting to AA and starts hitting velocity, reenters the top 20
Dalton Rogers - the analytics are correct and the Sox look like geniuses for grabbing him, flies up to the top 20
Down:
Luis Perales - TINSTAAP
Elmer Rodriguez-Cruz - TINSTAAP
Jedixson Paez - TINSTAAP
Kind of taking the easy way out here, I hope they all shove but the odds are someone will disappoint.

Valdez - I'm fully in! Think he becomes what people think Arroyo should be Rafaela - By July he's consensus Top 40 prospect and by September he's hitting well in MLB and finally giving the OF a long-term trajectory under Bloom Kavadas - Makes it to Worcester and dominates the Polar Vortex. Questions about play in majors remain
Down:
Hickey - Catchers are hard to develop Yorke - Keeps to status quo, but the second year in a row would remove more shine without injuries as an excuse Ryan Fernandez - Seems like a lot of sizzle but no steak
BONUS UP: The whispers around Bleis become trumpets, he passes Mayer as #1 and becomes the best prospect since Devers

Up: Brooks Bannon- I think he's going to hit a ton early on and really get some attention nationally.
Noah Dean- Intrigued to see if the org has specific adjustments to his repertoire, and overall, I like his ceiling a little more than Dalton Rodgers'
Allan Castro- Switch hitters with power are always interesting. He'll be 20 in May, so interested to see if any physical growth with the gained experience unlocks another level to his game.
Down: Ryan Fernandez- Maybe this one isn't as much performance based as I think he will just be outside of the top 45 by the EOY and getting usurped by Denlinger, Broadway, and Guerrero as that middle wave of RHRP.
Ronaldo Hernandez- Sort of a copout given he was already DFA'd
Alex Binelas- I watched him during his Louisville days and saw him swing and miss a ton up in the zone then, too. The contact concerns me to the point where I think he could end up a release candidate by eoy, which I am very much rooting against.

Up: Bleis, Roman Anthony, Valdez
Bleis seemingly doesn't have much room to go up in terms of the Sox prospects list but going to call that he's a top 25 guy prospect in baseball by end of the season. Valdez continues to show he can hit righties and be a solid platoon LHH 2nd baseman in the majors. Anthony I don't really know just a hope more so than anything, I like the sounds of the tools he has and hope he shows out in the low minors this year.
Down: Rafaela, Blaze Jordan, Walter
Rafaela is going to be an ML caliber player just based off his defense but his free swinging approach so far at the plate gives me pause, he had a lot of helium last year and this offseason. It'll be hard for him to continue his upwards movement or even stay even to what he is now. Jordan I don't know if he can make consistent enough contact to rise much higher than he is now and not sure he can stick at 3rd. Don't see much room for him at 1st/DH in the future. Walter I don't know, he hasn't shown the ability to stay on the mound enough. Another injury riddled season would be tough for a 26 year old prospect.
