Yeah, the BP annual chapter that Speier contributed is about the major league team as a whole, not just the prospect side of things. BP gets one beat writer/blogger that covers each team to contribute a chapter attempting to convey the zeitgeist of that team and its fans, and most of the pieces are more folksy reflection (think #longreads) than analysis or scouting reports.
The BP Prospect Handbook is run entirely by Parks and his minions, with SP's own Chris Mellon among them. They're the ones who craft the top 10s and top 101s and provide the real scouting reports and such. Speier doesn't touch that side for BP at all.
