According to a Dutch report, the Sox signed Shair Lacrus. He's a 16 year old OF/P from Curaçao. He played in the Little League WS of 2009. link

Red Sox signed RHP Hideyoshi Otake to a minor league contract.
The 25-year-old hurler was signed out of the Independent Baseball Challenge League in Japan. Otake, who reportedly owns a 94 mph fastball, saved 17 games while posting a 2.23 ERA, 47/16 K/BB ratio in 44 1/3 innings. He'll attend minor league spring training.

According to Peter Gammons the Red Sox are interested in Korean right-hander Suk-Min Yoon and Cuban right-hander Raicel Iglesias.

I was coming to post that. Through a quick google search I found an article in Venezuela about Espinoza which made reference to the Red Sox scouting him.
We'll see on July 2 but these things are usually true.
Also the Yankees are really into it. If they don't get a really high level prospect out of this batch.... I mean they had the pick of the lot... But as we have seen money doesn't usually lead to success internationally. We'll see.

More info: Apparently Espinoza is 15 (turns 16 in March), is up to 92 and has "fluid mechanics." Also is considered the one of the best if not the best from Venezuela this year at least from Venezuelan sources.

I have no clue who any of those guys the Yanks signed are... but it makes me wonder how are they spending so much on IFA's if the system has a hard ceiling spending limit? Are they all over 27 years old? How is this within the rules? Sent from my SGH-T999 using proboards

Yes they'll face the harshes penalties which is 2 signing periods without signing anyone above 250k if the rumors are true. They would lose draft picks if an international draft is implemented either of those years.

If we get Espinoza for ~$2 mil, that doesn't leave much for the rest of our class. With the cap in place, the past "elite" guys like Devers have been in the $1.5 range, so this is a bit higher. Hope he's good.

Because he is elegible for July 2 2014. Only players who turn 16 prior to August 30 2013 can sign in the 2013-14 period which is the current one. Don't ask me how they came up with that cut off date but that is the cut off date.

Hope he's good. My opinion after thinking a little bit about it: Obviously if the rumor is true they must like the guy. IMO if they have conviction on someone they should do what it takes to sign him even with the penalties currently in place. Do it while you can because the draft is coming specially with what the Yankees are about to apparently do, you know the commissioners office is/will be furious. They could still trade for more space, maybe Dempster/Carp trades or any other move could bring some cash. Or they could just go over if there are other players they like, not to the level of the Yankees, and face a signing period of low range bonus. As I said this is likely one of the last years before an Int Draft is implemented.

Yeah I would rather the international players be in the same draft from the perspective of annually competitive teams. For instance in a year like this year Boston would be picking from the 30th best international player so a prospect of the Devers quality would never make it to the Red Sox. In a draft where both are brought together it does require smarter scouting and projection analysis when comparing the international, high school and college talent. Additionally you can merge the spending budgets for MLB teams to be more flexible in signing draft picks.
