Devers is the equivalent of a high school junior and he is raking in the GCL with glowing scouting reports. That kind of package screams for a top ranking even if he is not the safest guy to rank highly due to having no exposure in full season ball yet. If he were in next June's draft he would be a surefire top 5 pick if not #1 overall and it wouldn't be absurd to rank a guy like that top 5 in an organization before even seeing him in short season ball.
