Yeah, "tied to" is speak for "probably signing with and may already have an agreement." Early reports like that have been wrong before, though. Although I hate to say that a good recent example of that was Danny Flores, who was tied to the Mets early in the process but that turned out to be incorrect.

So somewhere between February 2017 and May 2017, Flores switched from the Rangers to Red Sox. This is pretty out of the ordinary, though. I think most of the top prospects by now have reached verbal agreements (or something of that nature) with a respective team.

While most of these players will go where they're reported to be going, at this time last year Daniel Flores was going to the Mets, iirc. So they're not always set in stone.
Note that Cubans Osiel Rodriguez (9) and Sandy Gaston (14) are not attached to teams. Also, Ben Badler's rankings can skew a decent amount from MLB's.

Given how long his career has already been, it's not impossible to imagine Romero replacing Dombrowski. But James is on the money: at some point he takes over a team's baseball operations, he's that good. No need to look further than this year's draft to confirm that. The amount of talent and the efficient use of available $ was just one more sign of the acumen of he and his staff. Very nice to see the Sox stockpiling even more FO talent.
Add: ...but it's tough to see how hollowed out the Mets organization is getting. Of course, that emptiness starts at the very top.

It’s comedy first-blush, but I think of all those people trying so hard to do their jobs well...some of them succeeding admirably...all in the face of oblivion. It’s genuinely a black eye for baseball, that so inept and frankly, malignant, ownership group continues to piecemeal annhilihate a franchise with surprisingly rich history for its relatively short lifespan. I laugh all the time at the Mets organization, but inside sometimes I cry quietly to myself. Rotten, inept people with power ruining lives wholesale on massive scale for their own gross, bloated, delusional egos...seems to be catching these days.
