They are at 39 and still have Kelley, Weber, and Reyes on the 40-man, never mind Leon who probably gets non-tendered. I sincerely doubt that it was a space issue. If they expect to add four more players to the team than they subtract, then they would be full. Leon, JDM, and JBJ would be replaced 1-for-1. But I see them adding a 1B to move Chavis into a 10th man role [replacing Moreland], re-signing Holt to start at 2B, and adding a 5th starter type [replacing Porcello]. Tradings both J's gives you salary room for those upgrades, and the whole rationale for dealing JDM is that you can buy a comparable number of wins for half his salary and thereby get under the tax limit.
So that's three additions. I think there's a good chance they add a Travis upgrade while keeping him on the roster into ST. Another reliever is also a possibility, especially if they trade Hembree and replace him with someone with options left (one of the last two moves could be done in ST after they move Pedroia to the 60-day list). If they dd all that, Travis and Lin would ideally clear waivers at the end of ST (or when all the position players were healthy), leaving them with 38. Now, if either the JDM or JBJ trade brings back a 40-man roster prospect who doesn't fit an MLB role, or they see someone they like in the Rule 5, they're beyond full. That would mean waiving Travis or Lin before ST begins. So I do think that space is an issue.
I'm skeptical that both Chavis and Dalbec will be here.

Swihart might do well to sign in Japan if that fits with where he is right now off the field (obviously it's been a tumultuous year so moving across the ocean might be the wrong choice). I'd be very surprised if it happens for him at this point, but I'll be rooting for him.

Kyle Hart was very good last year, keeping the ball in the park in a tough pitching environment. He's shown better durability than Brian Johnson, and with all three options he'll be a nice up-and-down option if you need a spot starter or long reliever. I think he's more likely to have passed through R5 than Bazardo, because he's harder to keep on a roster for a whole year, but I also think he's as ready as you can be to help right now.

Nice list here from MLB Pipeline of each team's Top 30 prospects who did or didn't get added to 40-man rosters. I'm honestly a little bummed that Bazardo wasn't added, as I think his chances of actually sticking on a 26 man roster are greater than say Aybar. Bazardo has performed at every level thus far and he has two MLB level pitches in his FB and CB with the CB being a potential plus pitch. He has the chance to be a middle RP arm this year. Looking at our 40-man, I see the appeal of a Hart given that we're pretty deep with RP arms (I count 14 pure RP arms) and a little lighter on desirable SP depth (not too inspired by the collection of Johnson, Velazquez, Ryan Weber and Denyi Reyes). I'm not convinced Hart is an upgrade over any of those guys, but I do see the need for depth there at the AAA level. Obviously, changes are coming to the 40-man roster anyways, and improving the SP depth is in my opinion, the top priority for this offseason.

I saw a couple of interesting players available , The Dodgers made Jordan Sheffield unprotected. Another kid Sterling Sharpe from the Nationals sounds interesting. It's unreal how far Aiken has fell off.

Odds that Bazardo gets nabbed? BA has expanded their list of potential picks to 24 names, including a second tier of 5 "Power Relievers." Bazardo is not included.

Couldn't someone put him on their roster, IL him for the whole year and then control him beyond that point?

No. The player must spend 90 days on the active roster (not the injured list) to fulfill the R5 draft obligation. So when he comes back, he can do his 30 days of rehab, then what? He then couldn't be optioned, and would have to continue his rehab in the majors for the next 90 days, which doesn't help anyone.

One name who is eligible and who you might recognize is TJ Friedl. It was something of a story when he got a $732K bonus as an undrafted free agent, which is the most ever. And it happened because when teams asked him his bonus requirements were he didn't know he was draft eligible so he just told them he was going back to school. He wasn't very good last year in Double-A after a very good 2018 when he was outstanding at High A and solid in Double-A after the promotion. Very good contact skills with low K rates, but not nearly enough power, so he's a tweener until he figures that out.

Doesn't make much sense to me why they wouldn't protect him. It's not like they don't have the room. Maybe he doesn't amount to much, but he hasn't done anything that makes you think that he couldn't have helped. I do expect they'll lose him. Too bad.
