This would seemingly indicate another year of the spread it around approach, with a top bonus somewhere in the $1.0M to 1.5$M range (but potentially more than 1 in this range).

MLB Pipeline has released their rankings for the 2023 signing period. Red Sox tied to two players: SS Yoeilin Cespedes (#25) and OF Tony Ruiz (#30). Also, the Red Sox have a signing pool of $4,644,000 (forfeited $500,000 for signing Trevor Story). www.mlb.com/prospects/2023/international/

Fangraphs (Longenhagen) updated their international prospects board ( link) and have Cespedes at #18 (40 FV) and Ruiz at #31 (35+ FV).

With the Yankees losing a million in international funds, I wonder how that works. I imagine they will still give Mayea his amount, but that will now leave very little for the downstream kids.
The 2021 budget was $5.1 million, so losing a million plainly impacts Mayea and others.
The Padres had $6.2 last year, but signing Xander would presumably lose $1 million.

Much like how Red Sox signing Story impacts their 2023 class.

Also I thought that the penalty was only $500k, unless the team went over the luxury tax, then it's $1M.

That's correct. $1m penalty for the Dodgers, Mets, Padres, Phillies, Red Sox and Yankees (which will be assessed in the 2024 period). Red Sox only getting docked $500k for this period because they weren't over the luxury tax when they signed Story.

I was looking at MLB pipelines rankings, I believe they updated them. I noticed a change in wording when they talk about what team they're linked too. Now it will say "The Red Sox are one team rumored to be interested in this player".

Now it will say "The Red Sox are one team rumored to be interested in this player". A guess here is that's a bi-product of the lawsuit against the Angels. It's going to change how things are done.
