In short:
1 - The Phil Cuzzi Rule - More instant replay. I'm in favor if it's done right and done quickly. He includes using it for trapped balls which I like.
2 - The Doug Marvin Rule = Lower September roster limits. His suggestion is "that in September you can call up as many players as you want but you must designate a game roster each day of 25 players". He doesn't explicitly limit the pool to 40 but I think that was an oversight. His contention is that the expanded roster changes the rules too drastically when pennant fights are at stake. Of course his variation changes the rules too.
3 - The Barry Bonds Rule = Regulating "body armor" worn by batters. Interesting idea IMO. I'm tired of seeing guys practically lean into a pitch. OTOH I'd hate to see more injuries. His idea is if a pitch hits protective gear (other than the helmet I imagine) it's a ball, but you don't get the base (unless it's ball 4).
4 - The J.C. Martin Rule = Eliminate the 1st base running lane.
5 - The Jorge Posada Rule = Limit visits to the mound by the catcher in order to speed up the game.
6 - The Carolos Beltran Rule = Expand the ban on electronic devices from the dugout to the on-field coaches.
7 - The Johnny Damon Rule = Call a batter out for interference if a piece of a broken bad interferes with a fielders play. I don't remember this being an issue very often.
8 - The Sam Holbrook Rule = Eliminate the postseason outfield umps. He thinks they screw things up too often and aren't needed if you increase the use of instant replay.
9 - The Paul Bair Rule = Change the LCS back to 5 games. (I think Verducci just needed a 9th rule because, after all, it's baseball.)
