You have to look at age in the non-steriod era. Votto is 33, going to be 34 next year. That's the age great players can start declining. Look no farther than Cabrera age 33-34 seasons. To trade a big package and take on that contract you have to believe he's going to be Ortiz. Votto has as good of a chance as anyone at doing that, but the odds are still way against him. Ortiz is the exception, not the rule. I don't care what the Reds say, the reason Votto is still there is because no team is going to give up a huge package for him and his contract.
AGon on the cheap sounds great.

I'm a bit surprised there hasn't been more chatter around Joey Votto so far. I know his age and contract are high risk, but strictly for next season he's a better fit than Stanton or JDM. Instead of trading JBJ, or trying to make Hanley the full time 1B, they could add the truly elite offensive piece at the position of need while not sacrificing talent from the current MLB team.
I don't know if the Reds would be content to deal him for a minimal return if a team absorbed his contract, and I'm not sure if he actually wants to be traded, but as far as a fit for the next year or two it's tough to find a better realistic option given the current team needs. The back end of his contract might be an albatross, but at least the risk/reward lines up with the current Red Sox window. If they strike out with JDM, or if Boras wants to drag the process well into January, it seems like he'd be an intriguing alternative as Dombrowski seems to move fast on his big acquisitions.

The two answers are that they don't want to trade him for a minimal return and that he does not want to be traded. I'll believe Votto is traded when I see it.

Votto said he prefers to stay with the Reds. Really that's a typical line. I wouldn't expect him to say yes I want to be traded. That would just makes things worse. The real reason is simple, his contract kills his value, just like with Stanton. So unless the Reds want to eat a crap load of money or take a so so return he won't be traded. Which really makes zero sense. Eat the money and start a rebuild. The minute he declines you won't be moving him at all. If they paid half that contract they could get a very big return.
