That has nothing to do with the new CBA, and everything to do with the penalty of not being able to make international signings in the 2016-17 signing period. I'd be a little bit surprised if there isn't a second DSL team again in 2018.

Sorry, didn't find the appropriate thread right away (I searched "international" but nothing came up with that thread title...weird) and just posted in the CBA thread.
Anyways, what happens now to all the players that were assigned to the 2 teams? Do the Sox just combine them and/or pick the best ones and let the others become free agents? They can only keep so many, right? Not sure if there were exceptions made by MLB. I see you guys already have a projected roster for the DSL team and you have some players "graduating" to the GCL team.

Players always graduate and players always get cut. So that won't change. I don't think they'll push anyone to the U.S. any faster as a result of this. I do think they'll have to cut some more guys than usual. However, keep in mind that 1) there is no influx of 2016 J2 signings this year, and 2) 5 guys had their contracts voided last year as well.
The DSL teams, despite their success, ran VERY thin last year - maybe not so much on the mound, but certainly in the field, as each club lost its opening day CF and a starting IF. Between that and injuries, four guys got sent down from the GCL to help fill lineups (and perhaps also because playing time had opened up for them), and a few guys got activated who they might've waited a year on.
What I'm saying is that given how short-handed they were going to be (I think we had them projected at 2 bench players on each team, and that was with guys that were likely going to be in the GCL to boot in addition to assuming no cuts), I don't think they're going to need to clear that much space. Given the success rate on low-level IFAs, I wouldn't worry about it too much.

Another small thing - they signed only 22 draft picks last year, down from 28 in 2015 and 30 in 2014.

Hm. Good point - more room for DSL kids in the GCL this year.
Also, I was thinking it was Ivan Houellemont, but Alexander Martinez was a U.S. JuCo who they signed as a NDFA and sent right to the DSL last year. Given how rare that is (the DSL is arguably a step DOWN from the level he was playing at before signing), that felt like they found a kid who was eligible to be sent to the DSL who they could still sign in order to fill out the roster. Houellemont signed, played like four games in the GCL and then went down to the DSL as well, but I think that was a readiness thing - he did get $20k, which isn't much but isn't nothing. Anyway, given that they were at least scrapping to fill the roster by doing things like signing Martinez to do so, it won't be quite that dire paring the two teams down to one.
