The only way this will be successful is if they have zero tolerance for things like Machado does when he's trying to hurt players, even when he doesn't succeed. Stomping on the first baseman's foot while pretending to play dumb is going to warrant a response if the league doesn't take care of the response first. And this must be regardless of injury. They too often only punish for injury rather than intent to injure.

This is annoying. First off, honestly as long as you keep the pitch down, hitting guys is not that big a deal. I don’t condone it for dumb things like revenge for home runs... just don’t give them up! But bouncing a pitch off someone’s butt is less dangerous than a number of other plays guys get away with.
But the bigger deal is that guys have to be able to throw in. Brushing back some heavily armored dude who hangs over the plate is essential. Sometimes that catches a guy without being the intent. Now that seems ever more likely to get you tossed.
If they crack down on this, they should ban the extra pads players get to wear at the plate.

I'm against throwing at batters as a way to "police the game." Even compared to similar concepts in hockey it makes no sense, particularly in the AL where the "sheriff" faces zero repercussions himself. At least a hockey player picking a fight with a guy can also get popped in the face (as great as hockey fights are, I'm also for getting them out of the game, but that's a discussion for another time).
That said, while stricter discipline was necessary, I'm not sure policing it like this works. All it's going to do is give pitchers a reason to hide it better.
Just lengthen suspensions and increase fines. This isn't hard.
