I buried the short version of this tale in some other place, so it's worth repeating and taking a longer look.

There is such a thing as a true AAAA pitcher, guys who throw salad that doesn't fool good hitters. I don’t believe there’s such a thing as AAAA pitcher who throws hard and/or has 50 or better stuff. I think guys like that who fail in MLB are overreacting to having good pitches hit hard by MLB hitters, and changing their approach as a result.
2018

He averages 96.4 on the FB and has a 4-seamer plus 2-seamer, splitter, and slider that he throws 20% of the time each. He has decent command (better than Darwinzon or Sawamura*), so the only reasons he wouldn't get MLB hitters out are psychological. It makes sense that the Rays, who have a terrific and very deep pen, would not bother trying to treat those issues in MLB.
I really wish Cora had used him in high-lev for the first time in the 6th rather than the 9th. That's what they did with Whitlock. But I wouldn't give up on him as a potential high-lev guy based on the one failure.
* The current staff has the only players named Yacksel, Darwinzon, and Hirokazu in MLB history. Phillips would make it four. The position players have Xander and Marwin, and Franchy and Jarren will make four. How unusual is this? What's the MLB team record? (Initials and strange spellings don't count ...)
