The first part may be true but the second part is really, really false. Edit: When you say "teams" do you mean the Boston Red Sox don't care if the Lowell Spinners win or lose or the Lowell Spinners don't care? I mean that the teams know damn well that the point of their existence is to develop major league players, not win. I was at a Lowell game last week behind the spinners dugout and believe me when I tell u they were super excited when they tied the game and really bummed out when they eventually lost. The organization might not really care too much about win loss record but the players do.

Knowing that the primary goal of minor league teams is developing players is way, way different than caring about winning or losing. A couple of family friends I've gotten to meet are minor league managers and they really, really care about their record. Their next job may end up depending on it.

Obviously, but their primary decision making is always about what is best for the prospects which is often at odds with trying to win. Anyone using W/L record to judge a minor league manager's ability is misguided to put it nicely.

Anyone using W/L record to judge a minor league manager's ability is misguided to put it nicely. Okay, but that's different than how I interpreted your initial point inferring that they don't care about winning. And yeah it's misguided if you ONLY use their W/L record to judge a minor league manager, but it's definitely something that should factor into it because there are a lot of strategic elements you can manage. One of them won a championship at I think the AA level and got a promotion that was explicitly because of the team's success that year. So it's definitely something that matters even if it's not the only thing.
