The much awaited International review from Ben Badler at BA is up today. I'm not gonna quote it directly and gonna pass on guys that most already know(Rijo, Mercedes, Lin) but gonna give you bits and pieces from the other guys since this is paid material. Jose Almonte, 17, RHP - Put on about 20 pounds since signing touches 92, feel for a CH, need work with the CB. Slated to start in the DSL Luis Alexander Basabe, 16, OF - Above-avg run, above avg arm, solid power. Luis Alejandro Basabe, 16, INF - Plus speed, more barrel ability than his brother but lees power. Heri Quevedo, 22, RHP - Signed with the Yankees as Heri Olivo but couldn't pass the MLB's investigations. 6'3 215 low 90s FB and touches 95, good feel for secondary pitches. Needs to be pushed faster to see what the Red Sox have. Bonus: 150K. Javier Guerra, 17, INF - Good feel for the strike zone, line drive stroke, avg arm, below avg speed, may project at 2B. Dedgar Jimenez, 16, LHP - Veteran of International tournaments. Needs to watch his conditioning. Pitch-ability, 88-89 FB, spins a CB and feel for a CU. It mentioned Javier Guerra signed for $250,000. Another signing mentioned was Victor Acosta 16yo Venezuelan SS signed for $50,000. Plus runner, good bat rhythm and speed, line drive stroke from the right side of the plate. 5'11" 165 lbs.

Scouting has no influence. Not sure if this was sarcasm. Do prospects lose the "lottery ticket" title at the top of BA's prospect list? A team could have the top rated system and still come away with nothing to show for it....

i can't believe they are reducing the total bonus pool, isn't it already way less than they were spending before? I was under the impression each team was going to have the same amount for international free agents that they have for the draft.

With the new bonus pool system, wouldn't a top Cuban defector (significantly younger than 23) be better off establishing residency in the USA? The top few picks in the draft make more than the entire international bonus pool.

I don't tend to think so, unless you'd be a surefire top-5 draft pick, which would be very rare for a defector (they almost always tend to be both older and more raw than top draft picks). As Scott Boras has taught us, the power of the free market and the ability to get 30 teams bidding on you generally drives prices up. If you're good enough that you'd be drafted in the first round, you'll find a team willing to blow all of its international bonus pool on you. And the top end of the international bonus pool is basically what the fourth pick of the draft is slotted at-- compare the international bonus pool amounts with draft slots.
