But so far I think it's working, in terms of top young prospects not being held down anymore. I suppose but if a team hasn't called up a top prospect yet I'd imagine there's no longer much incentive to not just wait until you lock in the added year of service time.

You need to start the year on the roster to earn the PPI draft picks. The date at which Casas no longer earns a year of service time is very relevant, it'd be crazy to call him up three days before that.

This is a win with one more bat in the lineup IMO. Casas could be that.

I know that a couple young guys did start the year who might have been delayed under the old rules.

Casas has all of 22 games under his belt at AAA (and a .240 BA there); his arrival in Boston is not imminent. And then if he's like most tguys he'll need 600-800 PA to find his footing.

I'm not saying rush Casas but I'm fairly certain almost anyone would be an improvement over Shaw who looks completely cooked to me. Edit: also the K% and BB% comparison between Duran and Casas are night and day in Casas favor which would lead me to think Casas would have more early success than Duran with what appears to be a better approach at the plate. Obviously there is no such thing as a sure thing though.

Obviously there is no such thing as a sure thing though. Decent point about the K/BB rates, but they're not that different. Duran had a 23% K rate in AAA last year; Casas is at 17%.
I guess I don't disagree that he can't be worse than Shaw though. It's just that I'll be content if Casas could come up and just keep his head above water this season. I don't see him actually improving the team's offense.
