More from Badler, today, on another International topic - www.baseballamerica.com/international/stacking-up-most-productive-international-programs/w/ this on the Red Sox - "Even without Yoan Moncada at the top, the Red Sox have been arguably the most productive international program in baseball in the last several years. Xander Bogaerts is no longer a prospect, but the 23-year-old shortstop is already a franchise cornerstone player. Third baseman Rafael Devers and righthander Anderson Espinoza are both premium prospects, while shortstop Javier Guerra and outfielder Manuel Margot (both sent to the Padres in the Craig Kimbrel trade) should both be Top 100 prospects as well. They were also the team that originally signed an extremely raw Frankie Montas, one of the game’s better power pitching prospects. Beyond their premium talent, there’s a good wave of depth as well at the lower levels with players like Luis Alexander Basabe and Wendell Rijo, among others. It’s no surprise the Red Sox gave Eddie Romero a promotion from international scouting director to vice president of international scouting." (I'm sure there were similar circumstances w/ other teams, but you could also cite current Cards' Carlos Martinez fullcount.weei.com/sports/boston/baseball/red-sox/2013/10/23/the-strange-red-sox-history-of-cardinals-flamethrower-carlos-martinez/ )

Yukiseki is exempt from international signing guidelines, but Lourdes is not. Wow that's surprising. They were rumoured to only leave Cuba with the consent of the Cuban government. It's all about the money, money, money. Yulieski isn't the player he once was, but still will likely be a good major leaguer.

Yeah, but given NY's poor farm system it was understandable that they would hit that market hard. It's their way of throwing a bunch of stuff up against the wall, looking for a few of those players to stick.

The fact that 4 of the 5 top teams were teams in penalty speaks volumes to the answer to the penalty problem. There's also the factor that not all teams can field multiple teams from their academy for their first year when they aren't eligible to play in pro leagues like the Dominican and Mexican leagues. Very few 16 year old signings will turn 17 during the regular season. I'd bet that the majority of the teams with the largest amount of signings are the same teams that can do that. (The Sox can). Last year, I believe the Sox only had one 16 year old that qualified to play in the DSL. A catcher whose name I forget. LOL, maybe it was the year before last.

Possibly those teams with a large number of signees are "working around" the $ limit per player by signing a couple of extra players under the control of their coach

Ben Balder released his Red Sox international signing review today. It is subscriber only, but here are some the highlights: -Sox want Guaimaro to start in CF. Seen as an advanced hitter, 55 speed, "good" bat speed, might end up in RF. -Muzzioti is a CF with a below-average arm that might get better as he gets stronger. Very skinny right now. Probably won't hit for much power but has a good line-drive approach. -Pinero is seen as a good defensive SS who has potential for good offensive tools but is very far away from producing much offensively. Switch hitter. -Torrealba is a smaller (5-8) SS who has hitting ability and a high baseball IQ, but doesn't project for much power. He has the tools to stick at SS, but could eventually shift to 2B. -Carlos Gonzalez (300k) is a 6-1 RHP who has some projection in his frame, but currently throws 86-88 with a good curveball. -Rafael Rincones (300k) is a CF who stands out for having raw tools across the board along with athleticism -Junior Figueroa (300k) is one of the youngest members of the 15-16 signing period, just turning 16 in August. He is seen as very projectable with a 6-4, 175 frame and can throw 86-88, topping out at 92. -Gregory Santos (275k) is another young member of this class who also turned 16 in August. Like Figueroa he is projectable at 6-2 and can throw up to 93 and a repeatable delivery -Yeison Coca (220k) is a SS who is seen as having a similar skill set to Torrealba. -Everlouis Lozada (250k) is a 2B who has some feel for hitting and gap power, but is still only 5-9. -Ronald Gutierrez (200k) is a projectable pitcher who should add ticks to his 87-90 fastball and has a decent curveball. -Kervin Suarez (100k) is a "quick twitch athlete" who will probably rotate between SS, 2B and CF. He has good speed. www.baseballamerica.com/international/international-reviews-boston-red-sox-2015/#VVo5t8wevkLvURhc.97
