He's certainly the closest, but he was considered a lessor prospect than Moncada is today and there is also reason to believe the market price for Cuban players has increased considerably. Plus the Soler signing happened before the new international bonus pools were in effect. That changes the playing field tremendously.

Can we put in his signing bonus something like each league he hits over .300 he gets a bonus? The only incentive clauses teams are allowed to include in contracts generally relate to playing time (games played, games finished, plate appearances) or awards voting (top-whatever finishes in the Cy Young/MVP/Gold Glove/etc). Teams are not allowed to include performance-based incentives under the CBA, which your proposal would be an example of. Maybe you could try and figure out a workaround (for instance, Alex Rodriguez has bonuses tied to career home runs hit that look kind of like performance-based incentives, but which the Yankees have successful characterized as marketing bonuses instead), but bonuses like that are generally not permitted.

Has it been mentioned in the previous 18 pages that the Cubs CANNOT sign Moncada unless he waits until after June 2nd? The poll is a little misleading.

Kiley McDaniel's report from the Dominican on the Cubans there. www.fangraphs.com/blogs/cuban-prospect-emerges-while-others-move-closer-to-deals/This sentence makes you think: For reference, in my top 200 prospects list that is coming next week, these Cuban players aren’t included on the list, but Moncada would be 8th, Alvarez would be 57th and Ibanez would be in the 150-200 range, while Olivera is ineligible due to his age and experience.It's only one analyst but 8th is a pretty far cry from 1-1 in the draft.

There is nothing new from what he and Badler said they would have him in a top 100 earlier. 8th is very high and I'd venture to guess no one in the 2015 draft would be higher right now and no one from the 2014 for that matter, Prolly Rodon maybe but not sure.

Err... if I'm reading your post correctly, I think you're misinterpreting McDaniel's point. He's saying Moncada would rank 8th amongst his top 200 prospects in all of baseball, not his top 200 draft candidates. A guy taken 1-1 and immediately ranking in the too 10 prospects in all of baseball would definitely be a legit 1-1 pick.

Not surprisingly, Kiley pegged the bidders as the teams already facing signing penalties but left open the possibility that another team might see him as good enough to take the 3 year restriction. With the usual caveat about renegging on verbal agreements with 2015 guys, seems reasonable to assume his market is limited to 6-7 teams...

I could definitely see us getting Alvarez. We don't seem to be the aggressors in the Moncada sweepstakes at all, and we love high ceiling arms. Being screwed internationally the next couple of years, might as well grab a good spec while we can.
Really hoping we can consistently keep a strong farm, because those organizations that do are the most consistent (STL for example).
