I think both Smart and Rozier have the ceilings of, say, an average (maybe above-average, but sub-All-Star) NBA starter. That's a very useful player! But I think both their ceilings are comparable and would characterize neither of them as high-ceiling players. I would just add that, right now, only 1 of them brings an elite skill to the floor with them (Smart's defense). If they can get some shooting (either by their improvement or from other members of the 2nd unit) that's a formidable tandem on the next 5.

Cleveland is going to regret making this guys miserable and making him want out and/or picking LeBron over Kyrie for the future and present.

They have until October 16th or something like that to extend him or they'll have no choice but to let him go to restricted free agency. It's risky going to restricted free agency. Someone could overvalue him. It's a tough call. I'm sure the Celtics are trying to extend him now though.

My guess is that it doesn't get done. BRobb (BSJ) just did an article talking about it.
It's such an interesting case bc of the factors that will impact is contract:
1. His best skill isn't something that typically gets paid 2. He's still young in age and some feel that just a little improvement will turn him into a 2-way player. 3. There are actually a lot of PGs out there (whether it be guys who are better, prospects with higher upside, or just guys that teams have invested in). 4. The money could dry up quickly. There just aren't a lot of teams that will have the space to spend on him (though that could change if his offense does improve). This weekend is also the deadline for teams to pick up the options on rookie contracts. This will a give a little more clarity on who can create room (without trades) but much of the room creation will be based on Cap Holds and we won't know that until next offseason. Still, after this weekend, we could probably make some reasonable guesses on who will/won't have space.
It's also interesting to note that Danny has only extended 2 rookie contracts (Perkins and Rondo). Both were very team friendly and (as BRobb points out) both were probably regretted by the player soon after signing.
Now that 2 should come with the understanding that how many of the rookies would have even been considered by ANY team for an extension. Picking where they typically picked, you're not as likely to get players worthy of that money.
My guess is that, unless they can get him for under 15 per, he's going to go to restricted free agency.

That will be thing for Danny and Marcus. Is this who Marcus is? Then 10% is about right. Will Marcus' improve? Then he's probably worth a bit more (would 12-14 sound right, if he does improve his offense??).
I think both sides are going to bet on themselves and head to restricted free agency.

If Smart would take what you guys are proposing I would be all for it but I expect that he didn't lose all that weight to not bet on himself having a break out season. He is one of the most tenacious players I have ever seen and Danny loves that but I'm not so sure the C's will pay him as much as another team that is rebuilding. There will be a team that doesn't have 3 stars to pay willing to pay him. So will he be traded to maximize the asset once he shows the improvement I expect this year? They can keep him for the playoffs only if it looks like they can compete for the finals, can they be that good this quickly?

That's really a catch-22 though. If Smart improves his offense substantially you are going to be willing to pay him a good amount. Smart would have to have one heck of a year for a team to offer him a max deal of 4 years and 106 million or anything even close to that. That would be a very good problem to have if Smart came anywhere near that level of play. Our owner will spend to keep a true championship level team together. He has in the past and said he would again in the future.
