The whole international signing process is subject to fraud and manipulation. The Padres are under the penalty and could not sign anyone above $300 k. Magically they signed about 15 players in the 18/19 signing period, each for $300 k, under the operation of Preller who has a history of moves which are unethical. The Yankees' signings also appear to be suspicious as players ranked 13-20 received between $1.1 million and $2.7 million. The Yankees are doing far better than we are internationally this year. In 5 years we may end up with the better players, but I doubt it.

So I don't think the Yankees necessarily are cheating (though I wouldn't put such a thing past any organization. I DO think that they've had agreements with these kids since they were like 12 because the IFA market is creepy as hell, and these players being NY-affiliated has gotten them just enough extra attention to get a boost up the rankings.
The Yankees haven't exactly been doing a great job as far as their big ticket items, particularly in that 2014 class that got such publicity at the time.

Perhaps the league should require all contact between players and teams be documented and limit the contact to players above a certain age. This system is ridiculous. As of now, it’s like the Wild West without many rules at all.

Eh, they may have a player or two left they want to sign that isn't 16 yet, but I doubt that's the full $900k they have remaining (which is the number I have - 900k even). Last year they traded up to $8M even and spent $7,635,500, which meant they only spent a little over a quarter of what they acquired for Imeldo Diaz and Stanley Espinal, looking at it one way. But there is something to having money left in case you find someone in May or something. By the way, full 2017 bonuses coming soon too. The crazy thing is that for the guys we don't have bonuses for on the IFA page right now, none got more than 40k.

The difference in distribution of spending bonuses between this signing period and last is striking. In 2017-2018 we signed a total of 5 guys whose bonuses were between $50,000-$1M. That was it. In this signing period we've already signed 18 guys in that same range.

He and O'Halloran are basically equal as second-in-command. Even if they give him the figurehead General Manager position, he's going to get a job at some point very very soon (maybe even this offseason) where he's in charge of baseball operations.
