Any specific reason the official signing date for most of this year's crop is June 1st? They screwed up and didn't put them into the system in January for reasons unclear. It's not correct - I'm confident ours is.

Does anyone recall the deadline for the international draft vote by the MLB Players' Union? I'm rooting against this for a few reasons, but picking up at least two (and maybe three or more) comp picks this winter would be nice.

July 25. Evan Drellich had an article at the Athletic today about it In terms of draft pick compensation, the Red Sox are better off if the system is abolished. Under the new rules, their departing QO guys net them picks after the 4th round. The QO guys they bring in will cost them their 2nd and 5th picks, plus $1 million in international money. www.mlb.com/glossary/transactions/qualifying-offer

I'm checking on that. It's weird given that the two arms went to the bullpen. Possible Martinez or Paniagua got money though. Martinez has caught nearly every day. Paniagua's contact seems to be taking forever to clear.
The fact that it's exactly 400k missing does make me think it went to one of both of those guys though. Or, it's a math error.

I have been waiting for fangraphs to complete their list of prospects as a means to look at international signings and the question of if the "lower end signings" spread out over many players is better than higher end signings with a few.
I have not gotten through all teams, but have made a quick list of teams and their 60-45 prospects (simply number of each). 60/55/50/45+/45 0 Below is a quick chart:
Boston: 0/0/0/2/0 Yankees: 0/0/5/4/0 Rays: 0/0/1/1/0 (Wander graduated) Bluejays: 1/1/0/1/0 WhiteSox: 0/0/0/1/2 Indians: 0/0/2/0/0 Tigers: 0/0/0/0/1 Twins: 0/0/0/1/0 Astros: 0/0/0/0/2 Angels: 0/0/0/0/1 A's: 0/0/0/1/1 Mariners: 2 (Edwin Arroyo and Gabby Gonzalez are ranked 45 so should go up) Rangers: 0/0/0/0/1
These are the AL teams. The two players for Red Sox are Gilberto Jimenez (probably not a 45+ anymore) and Wilkerman Gonzalez (who they still could have signed even with increased bonus pool to a single player). Brayan Bello one could assume is also atleast a 45 now, and could have been signed regardless of increased bonus pool to a high end player. The last international player on the cusp of this grade would be Miguel Bleis (who was a high end signing that I'm arguing for).
It's interesting to see the high cost of even a 45 grade prospect in international signings. (Pedro Leon is one of the Astros 45 grade players). It's also definite that it takes years to truly evaluate how a team has done, while needing to be reactive in a shorter time period (if they will change philosophies).
The 2 teams I see loud and proud for adding talent to their system to trade or call up are the Yankess and Mariners. Both of those systems are known to pay on the higher end of international signings for the better players. The Rays surprised me that they didn't have more talent, but they do have the one generational talent coming out also (at high costs for that player). The two bluejays talents (Gabby Moreno and Orelvis Martinez) were also high end cost players (in terms of signing bonus).
I hope to be able to do that NL list also, but in terms of "graded" talent per fangraphs (and I understand this changes) it seems signing higher end talent for more $$$ does in fact pay off to adding higher end talent to either trade with or call up to your team (per the list above). I understand the Red Sox spend their pool always, so the arguement is I'm hoping they spend it differently going forward if their is no international draft and the current "pool allotment" is used.

Mets: 1/0/2/1/1 Philllis: 0/0/0/1/1 Nationals: 0/0/0/1/1 Cubs: 0/0/0/1/2 Giants: 0/1/1/0/2 (Canario traded in Bryant deal) Reds: 0/0/1/1/1 (Elly signed for low cost) Brewers: 0/0/0/0/2 (Chourio 45 grade signed $1.9 million) Pirates: 0/0/0/1/0 Dodgers: 1/0/1/2/4 (Oneil Cruz is 60 grade, Vargas is 45 grade) Diamondbacks: 0/0/2/0/3 Padres: 0/1/2/0/0 (Arias and Predicado traded as 50 grade) Rockies: 0/0/0/0/3 (seems as "good" as red sox) Marlins: 1/0/2/1/0 Braves: 0/0/1/0/0
Quick observations: Again, the teams that have the most quantity of prospects in this grade range are the ones who spend at the higher pay range for the top prospects year in and year out (Dodgers, Diamondbacks, Padres, Mets, Giants). Braves have more 50 grade international prospects than we do and they were banned from signing guys for extended period.
Another quick thought- It's interesting we signed the Brewers international guy before the season started and he has 2 45 "grade" prospects who are both seen as top tier prospects in the game. It also seems to fit with their philosophy, as even a $1.9 million signing bonus isn't breaking the bank of international guys today.
It sure seems although we can for sure find some "diamonds in the rough" not many 45 grade prospects are found in that "rough" area and more money should be concentrated on the higher cost players to maximize as many players above the 45 grade range as we can obtain (thereby lessoning our salary constraints at major league level as we will be able to replenish mid grade talent with cheaper talent and be able to trade for higher end talent with more prospects to offer in trade (45 grade prospects have fetched players including Kris Bryant, Yu Darvish, etc)

From what little I could find in English, Shim Jun-seok is eligible for the KBO draft coming up, but might want to come over and pitch for an MLB instead. He's a pitcher who has reportedly hit 97 and recently signed with Boras to represent him.
