I'm not sure Papelbon reaches that vesting option if he is on the Red Sox, depending on how Koji is doing closing. I get 13M is a lot for a reliever, but Papelbon has the 10th most fWAR of relievers over the last three years, and if you buy his 1.9 fWar as a baseline for 2015, at 6-7M per war he is reasonably priced.
To me, trading a big package for a Hamels, Cueto, Zimmerman to replace Kelly/Buchholz/Masterson, isn't as efficient as parting with some mid level spare parts to shorten up the game after the starters come out. Papelbon stood out as an obvious trade piece to me, Glen Perkins might be another.

If we were trading with the Phillies, I'd be more interested in trading for Papelbon. I think our starting rotation is solid enough that bolstering the back end of the bullpen to piggyback starters makes more sense than spending big upgrading an average-ish starter to a plus starter. I'd also rather do this early in the season instead of waiting till midseason. Papelbon has been a consistently a good reliever throughout his career.
I'd offer a choice of Cecchinni/Coyle (and less preferably Marrero) and a choice of Workman/Hembree/Escobar/similar player for Papelbon and a small bag of cash. If they wanted a lottery ticket like Whitson/Buttrey/Callahan/similar player to close to deal I'd include that.

I'm watching the replay now. Kelly's fastball looks nasty on tv. It's almost like my eyes play tricks on me watching it, It looks slower than the gun readings just by how much it moves. He doesn't command it well, but that's probably the only thing holding him back from his cy young prediction. As long as he's keeping it low and in the strike zone he should be a solid starter.
